Apart from the aspect of international

courtesies there are always a number of questions

upon which a personal exchange of views is desirable,

and it may well be that Sir Geoffrey Northcote will

choose to defer his visit until he has been here

for some time. If so the interval since 1933 might

appear rather a long one; and I have evidence that

it is felt in Macao that they have already been

neglected too long.

I am prepared for you to say that this

should properly await the arrival of our new Governor; but if you do consider that I should make the visit I would propose September as a suitable

date.

The general authority contained in the

Duke of Devonshire's despatch No.24 of 2nd February,

1923, presumably does not cover the case of an

Officer Administering the Government.
